Catalytic Development Programme (CDP)

 

CSB, being a Science and Technology (S&T) based Research and Development organization, the main thrust has been on Research based activities. The Board is covering areas like Research and Technology Development, Seed maintenance & production and development of Sericulture & Silk Industry. As a part of its developmental initiatives, CSB has implemented Catalytic Development Programme (CDP) as a Centrally Sponsored Scheme during IX & X Plan period, in association with concerned State Sericulture Departments and other implementing agencies to supplement their efforts in achieving the objectives set for the Plan periods. CDP is the flagship Scheme of Sericulture, being implemented by Ministry of Textiles through Central Silk Board in collaboration with States. It consists of various components and sub-components for promotion of all varieties of silks in India .

 

The objective of the programme is to focus on complete and holistic development of Sericulture Industry in the country involving States and beneficiaries for sustainability, and improvement in output in terms of quality and quantity. The CDP is a unique and effective tool for transfer of technologies evolved by the Research institutes in the field and has made a visible impact on quality of silk produced in the country since IX Plan.

 

The Catalytic Development Programme (CDP) consists of various components and sub-components under Mulberry, Tasar, Eri and Muga Sectors. The programme is continued as a “Centrally Sponsored Scheme” with certain modifications but in a package-mode during XI Plan. The components are beneficial for both existing and new farmers for practicing sericulture. The State Departments of sericulture have to identify existing as well as new farmers and offer the components according to their requirements from out of the basket of components. The packages under CDP covers three major areas – Seed sector, Cocoon sector and Post-cocoon sector and would be supplemented by other components of Support Services, which are common to all packages. Within each package, flexibility has been built-in to cater to the specific needs of different seri-zones in the country. 

 

            A sum of Rs.80.82 crores, Rs.90.74 crores, Rs.144.06 crores and Rs.164.28 crores has been spent / released by CSB towards implementation of various components / schemes under CDP in different States during the years 2007-08, 2008-09, 2009-10 and 2010-11 (upto October, 2010) respectively, as against the approved outlay of Rs.81.01 crores, Rs.76.73 crores, Rs.146.12 crores and Rs.260.76 crores (Revised Estimates) for the years 2007-08, 2008-09 2009-10 and 2010-11. Total approved allocation for XI Plan under CDP is Rs.661.62 crores (CSB share).                                                          

The details of scheme-wise Physical & Financial outlay for XI Plan (2007-12) and Physical & Financial achievement made during the years 2007-08 to 2010-11 (upto October, 2010) under CDP are furnished in    Annexure.

 

Mid Term Appraisal – Proposal on modifications under CDP during XI Plan:

 

            As per the requests / suggestions made by the participating States, and also as per feed back received from the field units, CSB has proposed certain modifications on some of the existing CDP schemes / components besides proposing certain new schemes to address short comings / problems for implementation during the remaining period of the XI Plan. One existing component has also been suggested for deletion due to poor response or nil response from the stakeholders / States. The modification proposal has been submitted to Ministry for consideration and approval.
