NOTIFICATION

 

CSR NO.                                              .  In exercise of the powers conferred by section 13 of the Central Silk Board Act, 1948 (61 of 1948) and in supersession of (1) The Central Silk Board (Recruitment) Rules 1961 (2) The Central Silk Board (Research and Service Stations) Consolidated Recruitment Rules, 1966 (3) The Ministry of Commerce, Central Sericultural Research Station, Berhampore and its sub-station at Kalimpong Class-I posts Recruitment Rules, 1967 and (4) The Central Sericultural  Research Station, Berhampore (Non-Gazetted posts) Recruitment Rules, 1966 framed by the Government of India, except as respect things done or omitted to be done before such supersession the Central Government hereby makes the following rules for regulating the method of recruitment and conditions of service of persons appointed to the posts included in the Central Silk Board, namely:-

 

1.         SHORT TITLE AND                           (1) These rules may be called the Central

       COMMENCEMENT.                              Silk Board (Consolidated) Recruitment

                                                                        Rules, 1989.

 

                                                                  (2) They shall come into force, on the date

                                                                        of their publication in the official

                                                                        gazette.

 

2.      APPLICATION: These rules shall apply to and the service rendered on regular basis by persons holding posts included in these rules shall count as qualifying service for considering seniority, confirmation, promotion and pension.

 

(i)                  the posts of Board’s Secretariat establishments and Research and Service Station establishments as specified in Column 1 of the Schedule-I annexed to these rules.  (whether designated as a corresponding post in Schedule II annexed to these rules or not)

 

(ii)                persons who have been recruited to various posts under (1) The Central Silk Board(Recruitment) Rules, 1961; (2) The Central Silk Board (Research and Service Stations) Consolidated Recruitment Rules, 1966; (3) The Ministry of Commerce, Central Sericultural Research Station, Berhampore and its sub-stations at Kalimpong Class-I posts Recruitment Rules, 1967 and (4) The Central Sericultural Research Station, Berhampore (Non-Gazetted posts) Recruitment Rules, 1966 shall be deemed to have been appointed under these rules.

 

3.             NUMBER OF POSTS                    The number of said posts, their classification

          CLASSIFICATION &                    and the scale of pay attached thereto shall be

4.             METHOD OF RECRUITMENT     The age limit, qualifications and other matter

5.             CRUCIAL DATE FOR                   The crucial date for determining the age limit

          DETERMINING THE AGE            shall be the closing date for receipt of appli-

          RECRUITMENT                             those in Andaman and Nicobar Islands and

                                                                  Lakshadweep).  In case of recruitment made

                                                                  through the Employment exchange, the age

                                                                  limit shall be the last date upto which the

                                                                  Employment Exchange is asked to sponsor

                                                                  the candidates.

 

6.             PROCEDURE FOR                        (1)  The selection of direct recruits shall be

          RECRUITMENT                                    made by the Selection Committee consti-

                                                                         tuted by the Central Silk Board from time

                                                                         to time in accordance with these rules.

 

(2)      The selection of promotees shall be made

by the Departmental Promotion Committee

constituted by the Central Silk Board from

time to time in accordance with these rules.

 

(3)      The recruitment by promotion in the case of    

SELECTION posts shall be made on the basis 

of merit with due regard to seniority and in the 

case of non selection posts shall be made on the 

basis of seniority-cum-fitness.

 

7.              DISQUALIFICATION                 

                                                 No person       (a) who has entered into or contracted a marriage

                                                                               With a person having a spouse living, OR

 

(b)    who, having a spouse living, has entered into

or contracted a marriage with any persons

shall be eligible for appointment to the said

post. 

                                                                              

Provided that the Central Government may, if   

satisfied that such marriage is permissible under 

the personal law applicable to such persons and 

 the other party to the marriage and there are 

other grounds for so doing, exempt any persons

 from the operation of this rule.

 

  8.         TRAINING AND                                 Every Board’s employee shall undergo such

        EXAMINATION                                 tion as may be prescribed from time to time.

 

 

9.           POWER TO RELAX 

Where the Central Government is of the opinion that it is 

necessary or expedient to do so, it may, by order and for 

reasons to be recorded in writing, relax any of the provisions 

of the rules with respect to any class or category of persons.

 

                           

10.         SAVING                                               Nothing in these rules shall effect reservation

                                                                            relaxation of age limit and other concessions

                                                                            required to be provided for the Scheduled

                                                                            Castes, the Scheduled Tribes, ex-servicemen

                                                                            And other special categories of persons in

                                                                            Accordance with the orders issued by the

                                                                            Central Government from time to time in this

                                                                             Regard.

 

11.       INTERPRETATION                              If any question relating to the interpretation of

                                                                           these rules arises, it shall be decided by the

                                                                           Central Government.

 

                                                                           The schedules are Schedule-I & Schedule-II.
